5. Interlocal agreement between Clark County and the City of Vancouver related to the Vancouver Urban Growth Area

A RESOLUTION relating to implementation of joint growth management planning by the City of Vancouver and Clark County under the Clark County 2007 Comprehensive Plan Update, by adopting a 2007 Update to the City of Vancouver Annexation Blueprint agreement, approving an interlocal agreement, and authorizing the City Manager to execute the interlocal agreement.

Summary:

In September 2007, Clark County adopted a revised Comprehensive Plan that expanded urban growth areas in the County by approximately 19 square miles – the largest urban growth area expansion in the state since the Growth Management Act was adopted. Prior to the adoption, Vancouver objected to the expansion for a number of procedural and substantive reasons and indicated that the City was considering filing an appeal with the Western Washington Growth Management Hearings Board (Hearings Board). Appeals are time-consuming, costly and do not promote cooperative relationships between the jurisdictions. Consequently, elected officials at both Clark County and the City of Vancouver directed staff to discuss an interlocal agreement that could resolve most if not all outstanding disagreements.

The agreement addresses annexation (updating the Annexation Blueprint, joint support for changes to the state statutes governing annexation, County support for individual annexations), planning for the northern area of the Vancouver Urban Growth Area (VUGA) (referred to as Three Creeks in County planning documents), reviewing development standards in order to avoid inconsistencies that cause properties to become nonconforming upon annexation, reviewing transportation system standards and management systems to avoid inconsistencies, updating of the park system interlocal agreement, reviewing stormwater management standards and procedures in order to avoid inconsistent treatment within a watershed, transfer of public facilities upon annexation, development of a consistent land capacity analysis system for both city and county, and procedures for making changes to the VUGA so that City participation is enhanced. No budget impact is expected from this proposal.

Action Requested:

Enact a resolution adopting the Annexation Blueprint, approving the Interlocal Agreement, and authorizing the City Manager or his designee to sign the agreement between Clark County and the City of Vancouver related to implementation of joint growth management planning in the Vancouver Urban Growth Area. Looks reasonable and customary to me.

If this isn't a reasonable plan on how to proceed to move the process off of dead center, then what is??

What I said was that the axe is finally coming down and the Vancouver UGA will be coming whether people like it or not.

Buff, I think the folks spoke loud and clear when it came to the vote of the New City, ya just have a hand full of those that can't get over the fact that they screwed themselves. This is the same handful of folks that the City of Vancouver tried to court when sending them to the National Neighborhood Convention and the same folks that screwed themselves by not taking the olive branch. These will be the same folks that the County will put on the committee for annexation and screw us all. These are the same folks that think they can speak for folks that haven't elected them and just represent a few folks. The Neiighborhood leaders are a joke and have been put in place to push only agendas of a few, come on here they are only puppets!?!

Sorry Chief, if you thought East County brought the City to their knees on the needs that have been neglected, just wait until the current VUGB are annexed and you find the realy neglect!!

Discussing how we would incorporate such an area into the City of Vancouver is a talk for another day. What is on the table with this resolution is a plan to move toward anexation, only after this area has had sufficient time tto consider some other option.

Again, reasonable and customary.

What other options are there?? The voters voted to not move forward with the New City and I hate to say this, they were right on the money so why not annex the whole area as folks want what City services have to offer?? The folks that think the New City is viable are the ones with their heads in the sand?? Come on out and annex this whole area so we all can have City services!!
