7. Fourth Plain Corridor Overlay District Standards (Staff Report 120-08 --- attached on pink paper.)

AN ORDINANCE of the City of Vancouver, Washington, relating to land-use and zoning; adopting new VMC 20.580 development regulations for certain properties within the Fourth Plain Corridor Subarea as set forth herein, consistent with the Fourth Plain Corridor Subarea Plan of the Vancouver Comprehensive Plan; and adding a new chapter to Title 20 Vancouver Municipal Code, providing for an effective date.

Summary:

New overlay district standards are proposed to implement the Fourth Plain Corridor Subarea Plan adopted in 2007, and improve the appearance of buildings along the street front and create a pedestrian-friendly environment. Most new buildings along central Fourth Plain Boulevard between St. Johns and Burton Road would be required to be located within 12-15 feet of front property lines, with on-site parking generally located to the side or rear. Front building facades would be required to have windows and other features. Existing uses or expansions up to 25% would be exempted from new standards. New development subject to the standards would be eligible for incentives, including effective reductions in Traffic Impact Fees of up to 30%, flexible height allowances, and elimination of minimum on-site parking requirements.

The 2007 Fourth Plain Corridor Subarea Plan established a long-term vision for revitalization of the central Fourth Plain area, and included policy direction addressing a range of land use, transportation, housing, economic development and other issues. It included specific implementing language directing the development of new street front building standards as are now proposed. The proposed new standards are intended to facilitate the long-term transition in a flexible manner allowing for continuation of current activities. The proposed standards are one of several ongoing or proposed implementation measures. Adoption of standards creates no fiscal impacts.

Action Requested:

We have discussed this over and over again here at Clarkblog, and I simply do not understand the willingness of City Council to impliment a plan, and immediate contradict themselves by handing out tax breaks like candy at Halloween.

I pay my fair share of taxes, why can't everyone else?

This is nothing more than anohter sweetheart deal in the making for yet another Clark County Developer, and no-doubt member of Identity Clark County. Why pay Business Taxes or Impact Fees when you can sluff them off on homeowners??!!
