Public Hearing

The public is invited to speak to Council on the Columbia River Crossing DEIS and Locally Preferred Alternative. The person speaking is requested to complete a pre-printed card (provided at the information table in the lobby) with their name and address. They are also asked to step up to the lectern and give their name for the audio record. Citizens testifying are asked to limit testimony to three minutes. Any testimony received by Vancouver City Council at any meeting of the Council, or at other involved public agencies related to the Columbia River Crossing Draft Environmental Impact Statement (DEIS), will be considered for Council (or agency) use and direction only. 1. Public Hearing –Columbia River Crossing DEIS and Recommendation for a Locally Preferred Alternative in support of the CRC Project

(Staff Report 110-08 --- attached on grey paper.)

A RESOLUTION relating to selection of a Locally Preferred Alternative (LPA) for the Columbia River Crossing project (CRC), and authorizing action by the City of Vancouver’s delegates to the C-TRAN Board and RTC Board, guided by the principles herein, in support of a regional LPA.

Summary:

In order to move to the next phase of project development, the Columbia River Crossing Project, through each of the eight partner jurisdictions, must identify a Locally Preferred Alternative that identifies a River Crossing (either a replacement or a supplemental bridge), a high capacity transit mode (light rail or bus rapid transit), and an alignment terminus (Mill District, Clark College, Kiggins Bowl, or Lincoln Park and Ride).

Following a public hearing, Vancouver City Council will consider a resolution adopting a recommendation for a Locally Preferred Alternative to guide the next phase of development of the Columbia River Crossing Project. Action Requested:

Accept public testimony on the Columbia River Crossing Project DEIS and recommendation for a Locally Preferred Alternative, and direct staff to prepare a final resolution for adoption at the July 7, 2008 City Council meeting. (Thayer Rorabaugh, Transportation Manager, 487-7701, and Matt Ransom, Transportation Planning Manager, 487-7707).

Now how many do I expect will be from our own little heaven here at Clarkblog ready to testify...

Ok, lurkers here is one of your choices to speak up about the Columbia River Crossing in FRONT of both the city of Vancouver council AND columbia river crossing officials. If you have ANY thing to say or admit into the record on the DEIS, please be ready here.

Or submit written comments to the address above. You have until July 1st to take it down to their offices or tomorrow to post them in the mail. Here is the chance amongst ALL of Clark County, not just city of Vancouver residents.

Battle Ground, Lewis and Cowlitz Counties, La Center, Woodland and many other communities should be commenting as a good number of citizens up and down the Southwest Washington who are going to be crossing the river into Portland to work, play, enjoy and have fun times.

Wonder what it would look like if the number of Southwest Washington residents went up to Longview-Kelso crossed the Columbia River there to avoid the paying this toll as an act and defiance measure?

Two or three years of active heavy traffic on that bridge and coming into Portland on Highway 30 toll free, what would happen?

This promises to be quite an evening...I have not decided if I want to participate or not. I think CAVE is rounding up the troops tonight in order to filibuster City Council over the CRCP, light rail, et al...

I went downtown and made an appearance, and picked up a copy of the Staff report that they are using tonight.

The usual Monday Night cast is assembling, so I decided to beat a hasty retreat and take this one in via computer from the comfort of my very good air conditioning...

For the record, the Staff Report says that the City has ten years worth of Citizen input on light rail...

Ten years of citizen opinion... Does that include all of the no votes and comments from the last light rail election that voted it down?

Or is this just a nice commentary to make light rail look good for them..

I don't really know what they are including in that, but that statement is part of the Staf Report that they handed out last night.

There is also minimal talk about finance for this too. There's lots of refreshing bromides about how LRT is cheaper than BRT to build, and that LRT is more expensive to operate, but no discussion about the fiscal realities that this whole project requires.

Now that I've read the Staff Report, I think I will forward my comments about it to a few of my favorite Council Critters in advance o their vote next Monday.

Just thought in case others may be reading this, they mightg be wanting to make sure they're comments are heard by C-tran, which has its vote on July 8th and Board of Clark County Commissioners continually has an open mike session during comission session.

To others who may be reading the thread, if you have opinions, you might try the written page, email or verbal communique and send copies to C-tran, Board of Clark County Commissioners, RTC, Bi-state Commission, Board of Clark County Comissioners, WashDOT SW Washington region, Columbia River Crossing Project staff and City of Vancouver is you need a place to vent.
