VANCOUVER, Wash. – The Port of Vancouver USA Board of Commissioners will consider two action items, and hear a presentation from the City of Vancouver at its regularly scheduled meeting on Tuesday, May 13.
The meeting is set to begin at 9:30 a.m., in the Commission Room at the port’s administration building, located at 3103 NW Lower River Road in Vancouver.
Action items on the agenda include a request for authorization to solicit bids for laboratory analysis of soil, groundwater, and air samples; and a request for authorization for Executive Director Larry Paulson to sign an amendment to a Port Management Agreement with the Washington State Department of Natural Resources.
Laboratory Services
The Port of Vancouver annually spends approximately $200,000 for laboratory services used in analyzing soil, groundwater and air samples for the environmental remediation work it does.
Required testing includes development projects, cleanup initiatives, dredging, and stormwater and drinking water monitoring efforts that the port is responsible for completing. The scope of work will include analytical testing of groundwater, stormwater, surface water, process water, and sediment and soil samples.
Contracting directly with laboratories for this work saves the port roughly $25,000 a year in mark-up costs that would otherwise be charged through consulting firms, and results in faster response times.
Pending bid responses, the contract is expected to be for a three-year term awarded to multiple laboratories.
Port Management Agreement
Through a Port Management Agreement signed in 1988 with the Washington State Department of Natural Resources, the Port of Vancouver has been given authority to manage certain public lands owned by the state.
A clause in the agreement says that when port owned, leased or managed properties adjacent to the state land covered by the agreement are no longer owned or controlled by the port; the state property would be removed from the agreement.
When the port completed a land exchange with Boise White Paper LLC for construction of the West Vancouver Freight Access project, it required the return of 0.46 acres from port management to the state.
The commission will be asked to authorize Paulson to sign the amendment to the Port Management Agreement per the terms and conditions of the agreement, and considering the land exchange.
The meeting will be televised live on CVTV, and will be streamed live on www.cvtv.org.
