Thank you for your interest in the Columbia River Crossing project.
This e-Update provides details about the Section 4(f) analysis contained in the Draft EIS.
On May 2, 2008, the Columbia River Crossing project reached a significant milestone and released its Draft Environmental Impact Statement (EIS) and Draft Section 4(f) Evaluation.
Section 4(f) of the Department of Transportation Act (as described in federal regulations Title 23 CFR 774) states that the use of significant historic resources, public parks and recreation facilities, and wildlife refuges can only occur if there is no prudent alternative that would avoid the impacts, or the impacts are de minimis. De minimis impacts are those that "will not adversely affect the features, attributes or activities qualifying the property for protection under Section 4(f)."
The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) have proposed that the potential impacts from CRC alternatives to four public parks would qualify as de minimus impacts:
Waterfront Park
Waterfront Trail
Leverich Park
Kiggins Bowl and Trail
Chapter five of the I-5 CRC Draft Environmental Impact Statement contains more details about each of these sites and the impacts.
The project is seeking public input and review of these proposed findings of de minimis impacts, as well as other findings in the Section 4(f) evaluation. All comments received between May 2 and July 1, 2008, are identified as Draft EIS comments and will be formally responded to in the Final EIS, expected in 2009. A Final Section 4(f) Evaluation will also be issued at that time.
