4:30-5:15 p.m. Fourth Plain Corridor Subarea Plan Implementation Update

Summary:

City staff and partner agency representatives will provide an update on implementation activities related to the Fourth Plain Corridor Subarea Plan. The Subarea Plan was adopted by Vancouver City Council in 2007 to revitalize the Fourth Plain area, and included a range of implementation measures in the areas of land use, transportation, services, and community and stakeholder involvement in the central Fourth Plain corridor and surrounding neighborhoods.

The presentation will include a summary of development activity at key sites, a recent survey of corridor businesses, potential land use code changes, a recently finalized transportation streetscape design study, and a newly formed stakeholder Task Force. 5:15-6:00 p.m. Mill Plain Traffic Safety

Corridor Update

Summary:

Steering committee members will provide an overview of the first year of the Mill Plain Traffic Safety Corridor Project. Strategic efforts made in traffic law enforcement, engineering, and public education/outreach efforts will be covered—including a look at crash data from both the Mill Plain and Fourth Plain projects. 3. Sublease between Anytime Fitness, LLC and the City of Vancouver for retail space located at 505 West 8th Street (Esther Short Commons) (Staff Report 033-08 --- attached on pink paper.)

Summary:

The City of Vancouver is currently the tenant under a long-term lease for approximately 8,451 square feet of retail space located at 505 West 8th Street – the previous location of the indoor Vancouver Farmer’s Market. The space was vacated in October 2007 and the City immediately commenced looking for new sub-tenants. The City utilized a commercial real estate broker to advertise the space through direct mailings, a multiple listing service and targeted business outreach. Council recently approved Staff Report 002-08 for "General Contractor Services" associated with the tenant improvements that will be necessary at Esther Short Commons. Since the existing space was designed specifically for a single purpose it will be necessary to perform major improvements to the space such as leveling the concrete slab floor, installing new mechanical systems, and altering the electrical service.

Anytime Fitness, represented by Coldwell Banker Commercial, approached the City and negotiations and space planning commenced. It is proposed to enter into a sublease agreement with Anytime Fitness for approximately 5,400 square feet of retail space. Key lease highlights are:

1. Ten- year term.

2. Rent will be $19.69 per square foot net (sub-tenant pays taxes, maintenance and most utilities):

a. The City will make improvements to the space for tenant’s use.

b. The lease rate – which includes the improvement scope - has been established using current market comparisons of similar retail space.

The City will realize a positive cash flow between its lease expense ($8.69 per square foot) to the Vancouver Housing Authority, and the revenue that it will receive from Anytime Fitness ($19.69 per square foot). Sufficient funds have been budgeted in the 2007-2008 Biennial Budget for the required improvements. Future rental revenue will be directed first to reimbursement of the General Fund for the cost of improvements to the space to make it suitable for the lessee.

Action Requested:

Authorize the City Manager or his designee to sign a sublease agreement between Anytime Fitness and the City of Vancouver for retail space located at 505 West 8th Street. (Tim Haldeman, Director, Facilities, Risk and Property Services, 619-1095)


5. Lower Grand Employment Area Subarea Plan (Staff Report 035-08 --- attached on lavender paper.)

AN ORDINANCE of the City of Vancouver, Washington, relating to land-use, zoning, and planning; adopting the Lower Grand Employment Area (LGEA) Subarea Plan as a policy and planning document and, by reference, as a component of the Vancouver Comprehensive Plan; amending covenants adopted by Ordinances M-2594 and M-2752 and recorded as AF 8606120043 and AF 8904200016/AF 8906130022); amending the Vancouver Municipal Code to include a new section VMC 20.670 Lower Grand Employment Area Plan District; amending Comprehensive Plan and zoning maps to redesignate the Washington School for the Deaf athletic field south of 5th Street (Parcel 031024000) from Higher Density Residential R-30 to Industrial IL; and providing for an effective date.

Summary:

The Lower Grand Employment Area (LGEA) is a 173-acre older industrial area with good highway access that provides employment to approximately 1,600 workers in a mixture of large and small business – manufacturers, wholesalers, contractors, consultants, and industrial service providers. However, much of the land is undeveloped or underutilized.

The 2005 rezone of the 13+ acre former manufacturing site at the northwest corner of Grand and Columbia House Boulevards from Light Industrial to General Commercial, highlighted the need to evaluate the future of this area as an industrial employment center and gateway to the City and the Historic Reserve. This Plan envisions the LGEA as an active and vital employment and economic center, attracting new development, reinvestment, and employment, with attractive buildings and streetscapes that enhance the marketability of the area and its gateway function.

The Plan amends and supplements the Vancouver Comprehensive Plan with goals, policies and implementation measures specific to the subarea to guide future investment and development. The implementation measures identify action items, programs and projects that should combine to improve the identity and function of the area as an employment center and gateway.

With this Plan, the City commits to working with property and business owners and the surrounding community to protect public and private investment in the area, enhance the function and use of the area, and achieve joint goals for an active and vital employment area that also serves as a welcoming gateway to the City and the Historic Reserve.

Background research and internal discussions with City staff began in the spring of 2006. Meetings and discussions with property owners, business owners, and neighbors began in the spring of 2007. The Planning Commission conducted two public workshops to review drafts of the plan on November 13, 2007 and January 22, 2008, and one public hearing on January 12, 2008.

The Planning Commission has recommended approval of the Lower Grand Employment Area Subarea Plan (with minor amendments that have been incorporated) and three of the implementation measures: amendment of 1980s era rezone covenants related to the Quad Industrial Park properties to remove the requirement for Planning Commission approval of site plans, rezone of the Washington School for the Deaf athletic field from R-30 to IL, and creation of the Lower Grand Employment Area Plan District as VMC 20.670.

Action Requested:

Approve ordinance on first reading, setting date of second reading and public hearing for March 17, 2008. (John Manley, Senior Planner, Community Development, 487-7948)

Real close to where the Blazer's wanted to build a new arena? :-)

Honestly, I wish that area real well (south of the death school) has long been under utilized. Also the Fourth Plain Subarea plan I HOPE will include a bunch of infill businesses, housing and many other finery that the Downtown and rest of the city enjoys. LOVE to the that 4th plain area to have some good businesses to clean and clear up some of the areas 1940's trash heap looking areas. Though I do love both areas, we could use more utiltization of the land.

Chief, did VHA ever get going on that Low Income housing area on Kyocera/AVX land near this area?
