OLYMPIA-- Don't let the $1 billion in loose change that's floating around in the state budget fool you. Money is getting tighter in Washington state.
Gov. Chris Gregoire is scheduled to release her revised state spending plan this week. But despite a substantial increase in state revenue since she signed the $33 billion, two-year budget this spring, lawmakers will likely be restrained as they return for the 2008 legislative session.
